31. The stock market ended on a lower note today after a downward drift resisted by some of the leading is sues. In one of the quietest sessions in nearly four months, trading was at the rate of 610,000 shares for the entire day. An initial flurry of buying at the opening died out in a matter of rninutes, and the list fell back an eighth at a time during most of the day. The final hour found most prices at their lowest points, although here and there some of the leaders regained a bit of their extreme losses and even pushed ahead for fractional gains.

Rails and utilities were unchanged to lower. Motors and steels did a little better, but still were mixed. Mail order and retail, constructions, aircraft and oil shares were down. Today's market at best was regarded as a breather coming after the steady downward movement of the market last Going lower were Santa Fe, Illinois Central, Gulf Oil, Mission Corp.r:ommonwealth Edison, Ken-necott, Phelps Dodge, Johns Man-ville, Owens Illinois, U. S.

Gypsum, Youngstown Sheet Tube, Goodrich, Montgomery Ward and Cur-tiss-Wright. On the higher side were General Motors, Chrysler, Goodyear, J. I. Case, Anaconda, and Caterpillar. Out of a total of 899 issues traded, 293 advanced, 369 declined and 237 were unchanged.

There were 2 new 1948-49 highs and 19 new 1948-49 lows. The overall situation as seen in Wall Street remains one of un certainty induced by a fairly even. balance of factors with a market influence. Upsets are conjmon and you can take the De Andreis and Webster Groves tourneys as examples. Honors at Webster were captured by Coach Denvir Miller's Kirkwood Pioneers. They slaughtered the host club in the finals, 35-22, knocked off Normandy, the No. 1 seeded team, 45-42, and ran over University City, 42-35. And yet University City had previously beaten Kirkwood, 34-20.

It was the same story in the De Andreis affair. On Jan. 18 St. Louis U. 'High blasted McBride, 58-43, in a regular Prep League battle.

Yet, in the De Andreis final, the Micks, paced by Rich Rosenthal's 15 points, mauled the Junior Billikens, 43-36, to retain their tourney championship. Jennings, however, was consistent in winning the Ferguson meet. In defeating Faivjew for the championship, 38-36, its margin from an earlier meeting between the two clubs was merely shortened from 43-39. Four games tomorrow stand out. however, because of their traditional rivarly.

No. 1 will be the St. Louis U. High and Beaumont game, which will be played on the Bluejackets' floor. These two old rivals will be anxious to regain the winning column and the resultant brawl should be a beauty.

Cleveland, which is sitting secure atop the Public High League stand-tags after its victory over Beaumont, meets Kirkwood. Twice Normandy has knocked off Cleveland and Coach. Sari Jan-sen's charges will be more than anxious to beat Kirkwood, conquerors of the Vikings last week. Normandy, meanwhile, will take on another Public High League club, Roosevelt, which is capable of turning back the high-flying Vikings. No.

He was succeeded by Kenneth P. Mages, 35, who had been serving as his executive assistant. Supreme Court Refuses To Review WAA Sale Of Granite City Plant WASHINGTON. Jan. 31.

(AP) The Supreme Court today refused to review a War Assets Administration sale described by U. S. Court of Appeals Judge Bennett C. Clark here as "surrounded by a pervasive and most offensive odor of skulduggery." The review was asked by the Pulton Iron Co. of Cleveland.

The company sought unsuccessfully to buy from the administration the old Koppers blast furnace plant at Granite City, 111. The company appealed from a Court of Appeals decision which upheld sale of the plant to Mis souri Illinois Furnaces, Inc, for $3,255,000. The Fulton firm con tended the administration raised the "fair value" price of the plant from $2,500,000 to $3,250,000, thus preventing early bidders like Itself from getting the property. The Court of Appeals found the Fulton company had no right to sue the government under the circ*mstances. At the same time the court's opinion assailed the handling of the transaction.
